A Meeting of Dorstone Parish Council was held in Old School Hall Dorstone on Tuesday November 13th 2018 at 7-30pm
Present:, Councillor C Thomas Chairman ,Councillor T Usher,  Councillor C Gethin, Councillor M Hession, Councillor K Meredith, Councillor A Phillips, Councillor D Phillips & Mr C Hendy Parish Council Clerk.

The minutes of meeting October 10th 2018, were approved as a true record and signed by the chairman.
Reports, Councillor Price gave a brief report on the hearing by the planning inspector on the relief road. 
PCSO Witcher gave a brief report on policing in the Golden Valley.

Description: Erection of a garden shed and construction of a track.
Whilst it was reported that there was concern for the shed and its use the Parish Council are not consulted on Certificate of Lawfulness applications.
Councillor Usher left the meeting for the following item.
Meadow End Barn, Concern has been raised to the Parish Council over parking at Meadow End, occasionally vehicles have been parked on the road.  The premises are advertised as holiday let, facilities for 10-12 persons in six bedrooms, either weekly or weekend availability,” good parking in courtyard outside house”.Previously condition on designated parking had been made when the Cow House was changed to business use.  The period outbuilding at the rear has recently been granted planning permission as a holiday let. Councillors resolved for the clerk to clarify with Herefordshire Council planning requirements  
Parish Council Summit information, this had been circulated and was available on Herefordshire Council website. Those who attended welcomed information on the demographics of their local population to assist them in making decisions. Some information is available on Herefordshire Council website. Plan to hold the next summit in early 2019.

Clerks salary £125
Payment authorised
Clerk had recently attended NatWest in Hereford to establish if there were only three signatories on the accounts. Account information was produced together with identity as the clerk is not a signatory on the account no information could be given. Clerk was informed a letter of authority was required. Councillors agreed a letter of authority was sent to NatWest allowing the clerk to access information at Hereford Branch.   
          Councillor D Phillips gave an update on B4348 & part of the draft submission information. Traffic usage at Poston Mill caravan site had been received, further assistance would be welcome in particular cycle usage. A meeting would be held shortly.
Highway Verges
Information had been received from VOW (Verging on Wild). 
A Herefordshire voluntary organisation who support Plantlife's national campaign to manage roadside verges as flower rich habitats for the benefit of wildlife. Their aim is to work with parish councils, local people, Herefordshire Council and its management contractors, including locality stewards, to conserve, restore and improve verges throughout the County.
Within Dorstone parish there is a Shady bank downhill from the junction with Arthurs Stone Lane both sides of the road with a number of species of plants.
Their plan is to recruit local 'verge champions'  for each of the verges that still have important or interesting plant species, ideally with the support of the parish council concerned. Some will need no special management other than monitoring, others will benefit from cutting and raking once a year, perhaps with some initial scrub clearance. 
The long term aim is to seek policy changes in the management of all road verges in the county by Herefordshire Council They are happy to attend a parish meeting to talk to councillors and any other interested parishioners about this initiative, discuss a management plan for your verge, and perhaps consider other sites in the parish that may have potential as RVNRs.

Winter maintenance Poster, had been circulated and would be displayed on the Parish Council notice board
Shop Association Committee had given permission for the footpath map to be displayed on the car park close to the letter box/grit bin. Clerk to obtain costing
Premise Licence Notification had been received to grant/vary a premises licence at Drovers Rest, Llanerch Y Coed Dorstone. The application sought to:
To add Live Music (Indoors/Outdoors) 12.00 -01.00 Mon-Sun
To Add Late Night Refreshment (Indoors/Outdoors) 12.30-1.00 Mon-Sun
To Vary the licensed times for Recorded Music & Sale/Supply of Alcohol (on & off premises) 12.00-1.00 Mon-Sun
To remove the restriction for Easter to Oct on opening times 
Representation could only be given in four specific areas; the Clerk had requested a copy of the current licence.
Councillor D Phillips had informed some of the neighbours, Clerk had contacted Clifford PC who had not been notified.
Councillors discussed the application & resolved to make the following representation:
PUBLIC SAFETY Dorstone Parish Council are concerned that granting this variation would increase traffic on local roads which are single tracked in places. 
PREVENTION OF PUBLIC NUISANCE Dorstone Parish Council are concerned about the noise from the live music, both indoors & outdoors, during antisocial hours affecting neighbours. 
PROTECTION OF CHILDREN FROM HARM Dorstone Parish Council are concerned about the supervision of the sale of alcohol. The licence indicates sale of alcohol must be made in person by a member of staff of the premises, Tripadvisor and the applicants own website indicates an honesty bar is currently available 
Herefordshire Council Information received:
Travellers Sites Additional Consultation,  
Travellers Sites Development Plan is currently being examined by a government appointed Planning Inspector. Hearing sessions were held in May 2018 and following these the Inspector issued post hearing advice.  In this advice the Inspector has required the Council to identify additional pitches in order for the plan to be found sound. 
As a result the Council has identified two additional sites that provide potential to meet this additional requirement and we are now seeking views on these sites.  One of the additional sites consultation concerns potential pitches at   Land at Stoney Street, Madley
The consultation starts on Wednesday 24th October and closes at midnight on Wednesday 5 December 2018.

Changes in Parish Liasion , current post holder is  leaving the Authority on November 15th 2018. The job of Parish Liaison and Rural Services Officer is being amalgamated into a new position of Local Resources and Assets Officer and Philippa Lydford, (Dorstone resident) has been appointed

AOB, Chairman congratulated Friends of St Faiths Church on their work having the church bells restored & ensuring they had returned to be dedicated at the recent armistice service
