A meeting of Dorstone Parish Council was held in Old School Hall Dorstone on Wednesday October 9th 2019 at 7-30pm Present; Councillor T Usher, Chairman, Councillor M Hession, Councillor T Arnott, Councillor L Aubrey-Cosslett, Councillor A Phillips, Councillor B James & Mr C Hendy Parish Council Clerk. . Apologies, Councillor D Phillips, work commitment, Golden Valley Police Also present; Councillor Jennie Hewitt, Golden Valley North Ward Councillor, three parishioners No declarations received Representation from the public Christmas Tree; Ms Kay Farrant requested the council’s permission to position two Christmas trees on the village green, trees approx. 5’-6’ in secure tubs, decorated with white lights, which would be illuminated between 3-30pm & 11.00pm, from 1st week of December to the 12th night after Xmas. The residents of the houses on the Belle View site would pay for the electricity this year. All parishioners around the green had been spoken too, with the exception of two who were on holiday. Mrs H Goodwin raised concern about some comments made at the last meeting when councillors were informed about the planning consultation for the building adjacent to Barnfields. Mrs Goodwin was concerned councillors could say what they liked and the family had been upset. The minutes of meeting September 11th 2019 were approved & signed Reports, Ward Councillor September report circulated, queries discussed. The application at the Farmstead, Bage had been sent to the planning committee due to the number of objections, Councillor Hewitt suggested consideration on recycling used goods that were still serviceable instead of going to waste, grateful to receive ideas, she had also attended a farm walk on minimum soil till. The clerk had observed in the officers report the council had been consulted but there was no response. As the consultation letter to the council indicated" this application is for a prior approval determination for a change of use and as such the new legislation does not require you to respond to this communication." The clerk had sought clarification, reply received “there is no requirement for you to respond as we make an assessment as whether or not it meets the permitted development criteria. Notwithstanding this, we still consult parish councils as they may like to add or share any additional information” The clerk has suggested the wording needs changing on the consultation letter. Comments made at the previous meeting were discussed, Councillor Usher indicated that councillors should be able to voice an opinion, on behalf of the council he apologised for any upset caused . Councillors agreed a template to be used for planning consultations when Councillor visits and the neighbours are not available. At the recent Parish Council summit councils were encouraged to make reference to their Neighbourhood Plan when submitting comments on planning consultations. Highways B4348 Meeting September 24th report/action Herefordshire Council were considering putting an application under Local Highway Maintenance Challenge Fund, the B4348 project was considered, due to the depth of the report and the need identified. It has been agreed to submit an application for all the work for the estimated cost of £4.5 million +, total spend around £5million. The aim is to resurface the road where required, linking up areas which have been resurfaced, along the route from Locks Garage to Cusop. A request was made to encourage those along the route to write in supporting the resurfacing work, If the bid is successful the fine tuning of the work can be discussed, line markings, tarmac etc. Peterchurch indicated the white line on the resurfaced road has slowed traffic down. Councillors were very pleased with Herefordshire Council decision, clerk was instructed to write a letter supporting the application, and Councillors were encouraged asking parishioners to consider supporting the application. The diversion signage has been removed The Annual Maintenance Plan 2019-2020 was discussed and completed and councillors resolved this was submitted to Balfour Beatty. Finance Clerks salary £125 Payment authorised. Councillor Usher, Councillor Hession, Councillor D Phillips & Mr C Hendy to arrange a meeting to prepare a budget for councillors to consider at the next meeting.
