A meeting of Dorstone Parish Council was held on Wednesday June 9th 2021 at  7-30pm in the Old School Hall Dorstone
Present: Councillor T Usher, Chairman, Councillor L Aubrey-Cosslett, Councillor T Arnott, Councillor M Hession, Councillor B James, Councillor A Phillips, Councillor D Phillips & Mr C Hendy Parish Council Clerk. 
 
Also present; Ward Councillor J Hewitt, two parishioners
 
The face to face meeting was held under guidance received from National Association of Local Councils, their understanding of the rule of six, from 17th May until such time as national restrictions are amended or lifted was:
1. Parish Councillors plus the Clerk are outside the rule of six for indoor meetings because they form the body corporate which is exempt as a permitted organised gathering.
2. Members of the public constitute the rule of six for indoor meetings.
Members of the public have a right to attend face-to-face meetings, should more than six members of the public wish to attend the meeting in person, the meeting may need to take place outdoors or adjourn but not proceed inside.  In inclement weather, meeting will attend to urgent or time related business only and return to the remaining agenda items after June 21st

Mr Morgan, Bage Court indicated they were in discussion with Herefordshire Council regarding changes to the fabric of the barns seeking listed building consent.

Councillors resolved to support the application for the proposed variation of condition 4 (SW2000/1624/F) to allow the holiday let accommodation to be used as ancillary accommodation to Little Bage
 
Information on Section 106 wish list letter received, the clerk has sought clarification on number of houses in development which attracts 106 funds and awaiting a reply
 
Reports
a) Ward Councillor gave an update on the proposed new build primary school at Peterchurch
b) Golden Valley police, June report circulated, 
Speed update; Community Speedwatch scheme (CSW) where residents volunteer to monitor speeds in their local area is still available speed data over a 7 day/24 hour period is taken to make sure it fits the criteria for CSW. When equipment is available data will be taken.
Recent hour spent monitoring the speeds along the B4348 the vast majority of motorists were found to be obeying the limit, one vehicle that was considerably over the 30mph limit (not a local person) and the driver was issued with a Fixed Penalty Notice.
Local policing community charter between West Mercia Police and the parish council was discussed, Councillors, requested  monthly email on crime, attendance at pc meetings maximum quarterly, currently speeding was an issue
PCSO Fiona Kingdom, was retiring, councillors agreed a letter thanking her for her support and wishing her best wishes in her retirement.
7) Finance
a) Councillors considered the annual internal audit report 2020/2021, transparency code; draft minutes not recorded on website, only full minutes, to record in future and remove when full minutes listed

b) Councillors considered, approved the Annual Governance Statement 2020/2021, and made arrangements for this to be signed
c) Councillors approved the accounting statement 2020/2021 and made arrangements for this to be signed
d) Councillors resolved that Dorstone Parish Council is an exempt authority, the certificate of exemption 2020/2021 was completed and arrangements made for this to be signed.

8) Highways
a) B4348 Bage Road
Information received work to be completed by early September
b) Brown’s Lane;
 Herefordshire Council have recommended that Browns Lane receive remedial works through the Public Realm Contract given that the road has had to be closed due to significant deterioration over the course of last winter and the extended closure is having a significant impact on local communities and presents a significant risk for affected residents.
c) Crossway Corner, concern had been received from a parishioner on the condition of the horse chestnut tree on the corner, adjacent to a footpath, road junction & utility cables, a large limb had broken off recently. A map indicated the tree could belong to Fayre Ways Farm; Chairman had visited the owner Fayre Ways Farm who would begin a process of dealing with the tree.
