A meeting of Dorstone Parish Council was held in the Old School Hall Dorstone on 
Tuesday April 11th 2023 in the Village Hall Dorstone at 7-30pm

The meeting previously arranged for Wednesday April 12th 2023, was changed to April 11th, due to unavailability of the Village Hall

Present; Councillor T Usher, Chairman, Councillor L Aubrey-Cosslett, Councillor T Arnott, Councillor B James, Councillor A Phillips, Councillor D Phillips, & Mr C Hendy Parish Council Clerk.

Also present for the Golden Valley Police Report was PC Jeff Rouse

The minutes of March 8th 2023 having been circulated, were approved

Reports:
a) Update from Ward Councillor, email received she would not be standing for re-election, later email indicated she would be standing for re-election.
b) Golden Valley Police, PCSO Pete Knight had returned from his secondment to the Rural Crime Team, PC Jeff Rouse reported on an attempted break in at the bowling ground, speed enforcement had been carried out on the B4348, no excess speed detected, he would send information on community speed enforcement scheme

Permission granted with conditions

Councillors considered the draft response made by National Association Local Council, (NALC), forwarded by Herefordshire Association Local Councils, on the consultation for Permitted Development Changes in planning legislation. Councillors agreed to support the responses made by NALC.

Finance
a) Pay Clerks salary March 2023 £141.28

Councillors agreed the accounts could be submitted to the internal auditor

The clerk had visited NatWest bank in Hereford to attempt to sort out the change of signatories on the council accounts. Previously it had been agreed Councillor Aubrey-Cosslett would be added to the account. The process was now electronic, clerk to complete the form, submit to NatWest, they would contact existing signatories to verify additional signatory, also would contact the new signatory for her signature. 

Elections 2023, five nominations had been received and registered, information on filling the two vacancies would be given after the election.

Councillor Arnott gave an update on the restoration of the old telephone kiosk, suggested a hand drawn map was produced showing areas of the parish & displayed in the Kiosk. Councillors discussed the suggestion & agreed quotation was obtained.

Clerk had received information regarding the condition of the WI bench on the village green, part of the underside had badly deteriorated. Agreed Clerk to bring to the attention of the Women’s Institute

Councillor Usher, Councillor Arnott & Councillor Wright were not seeking re-election. Councillor Usher thanked councillors for their support both in the twelve years as councillor & more recently also chairman, he also thanked Councillor Arnott for his work as Parish Footpath Officer & the restoration of the old telephone kiosk, and Councillor Wright for her work on the council.
Councillor Aubrey-Cosslett thanked Councillor Usher for his work on the council, leadership he had given & work as honorary surveyor, this was endorsed by those present.
