A Meeting of Dorstone Parish Council was held in the OLD SCHOOL Hall Dorstone on Wednesday September 11th 2024 at 7-30pm

Present; Councillor A Phillips, Chairman, Councillor S Goodwin, Councillor B James, Councillor D Lonsdale, Councillor J Morgan, Councillor D Phillips & Mr C Hendy Clerk.

Also present; Ward Councillor P Price, 6 parishioners

Apologies; Councillor D Edmiston (holiday), Golden Valley Police.

Clerk had been contacted prior to the meeting, blocked drain on the junction B4348 with Dore View. Due to proximity of the drain with the B4348 this had been reported to Balfour Beatty, they have inspected & remedial work raised. The Parish Council would add the road drains in Dore View into the programme for Autumn & Winter checks.
Speed on the B4348 had been checked on the 25th over 30 minutes, no cause to stop anyone for speeding. The Parish Council had requested to join the Community Speedwatch Scheme, speed monitoring has to take place & there is currently a waiting list

The Minutes of August 14th 2024, which had been circulated, were agreed.

Reports
Golden Valley Police, September newsletter circulated Speed checks, on 25 July and spent 30 minutes there in the morning, during which time did not have cause to stop anybody for speeding. Returning to conduct further checks in the near future.
Crime update, had no reports of thefts / burglaries for the parish area since last meeting in August.
Councillors requested points raised by the residents were forwarded to Golden Valley Police & added to next meeting agenda.

b) Ward Councillor P Price gave an update from Herefordshire Council, Government Policy could see 27,500 houses built instead of he 16,500 currently planned, considerations would have to be made on the infrastructure, public transport etc., update on the Southern Relief Road. He would be circulating September newsletter shortly


Ponty-Weston Stream
a) Update about smell from stream from outlet pipe below Telephone Kiosk. Clerk was awaiting costing for sample testing. Herefordshire Council only test drinking water, they had suggested Environment agency, Dore Science Group asked for quote.
b) Update on stream cleaning, previous contractor had been contacted by phone, clerk had subsequently visited house, informed he was very busy and unable to carry out the work required this year. Councillor James & Councillor Morgan agreed to enquire from contractors they knew if they would be interested in quoting for the work & to contact the clerk.
c) Councillor Phillips to check with lengthsman on cleaning the river bank at Brooklands bridge downstream.

a). Drainage grant, this covered minor schemes, ditching, drainage survey, gully/drain work. There was some flooding on Scar Lane, this would need to be investigated & costed for work required.
Councillor D Philips would circulate of flooding issues raised previously at Llanafon
b) Flood Warden Scheme, awaiting update
c) Drainage Maps, Clerk had a long discussion with the GIS co-ordinator at Balfour Beatty, he has been sent a map of the parish with drains marked that records are available for.
Clerk had contacted Highways Engineer Herefordshire Council re drainage grant & updating register. Currently building a similar interactive system for drains, ie map will show drains information currently held, blocked drains can be identified/recorded, unmarked drains notified.
d) Lengthsman Scheme, changes, information by photograph requested on work before/after.to build up evidence base that demonstrates the difference that this funding really makes and which will help to support future budget decisions,
e) Dorstone Hill Road surface, requested date of resurfacing, no update from Herefordshire Council, information from Balfour Beatty resurfaced 2014. Councillors agreed to request that due to the poor surface on upper parts of the hill, Dorstone side, consider resurfacing as soon as possible
d) Whilst talking to Balfour Beatty, clerk requested update on broken railings at Bell Corner, awaiting reply.
e) Damaged/broken railing Crossway Corner reported

Defibrillator
Request on Facebook & in the Blast made for any property owner at The Bage willing to provide location for Defibrillator. No replies received.

Old Telephone Kiosk
a) Noted vandalism on inner panels, scratched/written on had occurred, agreed to monitor
b) Revised drawing/map to display inside the kiosk had been received, Councillor A Phillips briefed councillors on the update. Various alterations were discussed/agreed.

Tree Council Grant
Information circulated, this was community based, involving young people, value, environmental initiative.
