A meeting of Dorstone Parish Council was held on Wednesday January 12th 2022 at 7-30pm in the Old School Hall Dorstone Present: Councillor T Usher, Chairman, Councillor T Arnott, Councillor A Phillips, Councillor D Phillips & Mr C Hendy Parish Council Clerk. Also in attendance Ward Councillor Jenny Hewitt, two parishioners Apologies; Councillor Aubrey-Cosslett, on holiday Whilst due to Covid there was advice to work from home, no legislation had been made for councils to hold meetings remotely. No declaration of Interest from members in any item to be discussed made . Mr P Millsom gave a brief outline on his experience attending the park run which the council were going to discuss Minutes of December 8th 2021 having being circulated were approved Reports a) Ward Councillor Jennie Hewitt outlined a successful bid had been made to make changes & improvements to the library & museum, there were changes to be announced shortly in the directorates and their leaders of Herefordshire Council, Councillor asked if application had been received by the PC for grant toward work by the lengthsman on drainage, no information/application received, clerk to forward to Councillor Hewitt previous generic grant application form. b) Golden Valley Police January report circulated. Planning a) Application No; Planning Consultation - 214268 Site Address; Bell House, Dorstone, Hereford, Herefordshire HR3 6AB Description; Demolition of existing single garage, proposed double garage with bedroom over and conversion of stable block to ancillary residential accommodation Application with Councillor Usher Due to Covid cards had been delivered to households affected by the development informing them of the application, the clerk had subsequently received a telephone call for information; guidance had been given to documents on Herefordshire Council website. The consultation had been extended until 13th January 2022 No letters of support or objection received, councillors resolved to support the application. b) Planning Decision Application No; Planning Consultation - 214075 Site Address; Bell House, Dorstone, Hereford, Herefordshire HR3 6AB Description; Poplar (T1) - Section Dismantle because significant die back in the crown and poses a risk to the adjacent building. Ash (T2) - Section Dismantle due to 50% canopy loss due to Ash Die Back. Group of Leylandii (T3) - Reduce height by 4m due to showing signs at the top of the crown of wind damage Permission granted with conditions Herefordshire Local Plan update, Pre consultation survey questionnaire. The closing date for comments had been extended to 31st January 2022. Herefordshire Local Plan update –Herefordshire Council is in the initial stages of updating its Local Plan. . Ahead of this consultation, the Council is keen to engage with Parish Councils • What parts the existing Core Strategy have or have not worked. • What areas of planning policy are missing or could be improved. • Whether the relationship between the county-wide policies and Neighbourhood Plans work or need to be improved. Responding to this questionnaire is not intended to replace the need for specific comments from the Parish Council to the forthcoming consultation on the spatial strategy and strategic options; however the comments will inform on the work about the Local Plan update. The clerk had produced a document which councillors considered, the questionnaire was completed and to be forwarded to Herefordshire Council Councillor Vacancy, due to current Covid restrictions a date could not be set to hold a meeting to discuss the applications received to fill the casual vacancy Finance a) Cerks salary for December 2021 £128.44 b) Lengthsman £168 Both payments authorised. The clerk to obtain forms to add/remove a signatory to the council’s current account Herefordshire Association Local Councils, a) Information circulated, b) Councillors agreed to add the Bullying & Harassment statement to parish council website Park run Information on bringing a park run to Hay On Wye had been received. Parkrun events promote healthy outdoor activity (with obvious physical and mental health benefits), foster community connections and bring economic benefit to the local area. Parkruns are free, weekly community organised running events. Currently there is an unofficial park run every Saturday morning in Hay on \wye Organisers are looking to progress to becoming an official parkrun – and to put Hay and its locality on the parkrun platform. Volunteers are required to help organise the event, marshal the course, time-keep, record times and generally to ensure that the participants have a safe and enjoyable experience. Organisers are looking to recruit others to join us to form a ‘core team’ to bring a parkrun to Hay. Councillors agreed to request information is circulated via the DFR newsletter.
